Mr. Mohammad Hassan Al-Sakkaf
Mr. Mohammad Hassan Al-Sakkaf holds the position of Minister of Administrative Development in the Syrian Arab Republic. He is considered one of the national experts specialized in the fields of public administration and institutional reconstruction, with professional experience spanning more than ten years in the development of public policies, restructuring, and leading administrative reform and institutional transformation programs.
He holds a Master's degree in Administration with distinction, in addition to an academic background in applied mathematics. During his career, he has held a number of leadership positions, most notably the Director General of the General Directorate of Human Resources and Head of the Organizational Structures Committee in the Syrian Salvation Government, as well as Director General of the Fixed Assets Management, where he led significant efforts to develop government work systems and enhance the efficiency of human capital management in the public sector.
His career has been associated with launching and establishing pioneering institutional initiatives, including developing organizational structures, building integrated human resources databases, and creating specialized departments. He also supervised the implementation of large-scale training and qualification programs, which contributed to improving the readiness of government personnel and strengthening the culture of institutional performance.
The Minister is working to lead the path of institutional transformation in public entities through the consolidation of principles of competence, merit, and transparency, and the development of work systems that contribute to achieving institutional excellence and building a more effective government apparatus that responds to the aspirations of citizens.
